Impact of Economic Siting Policies of Photovoltaic Farm on Voltage and Rotor Angle Stability: Iran’s Case Study

This paper investigates the impact of economically driven siting policies for large-scale photovoltaic power plants (PVPPs) on the short-term stability of the Iranian power grid. For instance, prioritizing regions with low land costs but high solar potential highlights the economic trade-offs of such siting policies. Key factors influencing the location of PVPPs, including government policies, geographical and environmental constraints, population density, and the existing grid topology, are considered influential parameters in directing the process of constructing PVPPs. Additionally, by examining the national grid characteristics in Iran and predicting the process of constructing PVPPs and subsequent changes, a modified IEEE-9 bus test system has been used in simulations. By analyzing various PVPP penetration levels, considering government targets and the current energy imbalance in Iran, this study assesses the effects of PVPP integration on transient stability, frequency stability, and voltage stability. The results demonstrate that prioritizing economic desirability in PVPP siting, without adequately considering technical grid requirements, may compromise the short-term stability of the power system. Simulations show that integrating PVPPs with proper control systems enhances system stability up to a certain penetration level. However, high penetration levels, requiring the replacement of synchronous generators and reducing grid inertia, deteriorate system stability.
